The FAA Reauthorization Act of 2024 became law on May 16, 2024. This explainer will focus on components of the law of special interest to Florida airport owners and operators. Specific topics include AIP and PFC program updates, alternative project delivery, workforce development, and more. An interactive Q&A session will follow the presentation.

Moderator & Speakers

Cody Parham – Moderator. Cody works to enhance safety, capacity, and the customer experience at airports through creative solutions for capital improvement challenges. He serves as the Florida aviation market sector lead for HDR, a national professional services firm. In this role, he is responsible for client service and execution of strategic growth plans for the aviation market. He works with project managers and client service leads to deliver high-quality planning, design, and construction services for his clients. He currently serves as the Florida Airports Council’s Corporate Committee Vice Chair.

T.J. Schulz – Presenter. T.J. Schulz is the President of the Airport Consultants Council (ACC), the global trade association that represents private sector companies involved in the development and operations of airports and related facilities. His duties include routinely interfacing with aviation-related government agencies, including the Federal Aviation Administration (FAA), the Transportation Security Administration (TSA), and the U.S. Congress concerning high-priority technical, regulatory and legislative issues. Mr. Schulz has 30 years’ experience in transportation. Prior to his tenure at ACC, he worked for the American Council of Engineering Companies and the American Association of State Highway and Transportation Officials. Schulz monitored and secured legislative language through the legislative process by working with Congressional committees and grassroots efforts. Schulz graduated from Bucknell University with a B.A. in Political Science.

Peter J. Kirsch - Presenter. Peter J. Kirsch is a founding partner with the law firm of Kaplan Kirsch & Rockwell, dividing his time between the firm’s offices in Denver, Colorado and Washington, DC. For nearly 35 years, Mr. Kirsch has concentrated his practice on airport development and regulatory compliance matters. He has represented scores of airports on land use, regulatory and environmental issues that arise in connection with airport operations and development. Mr. Kirsch regularly advises airports of all sizes on federal legislation and regulations, and airport financial issues and has represented clients in precedent-setting litigation regarding the powers of airport proprietors. He actively advises many airport proprietors on governance issues, and often drafts rules, minimum standards and policies to helping governing boards become more effective decision makers. He is a frequent speaker at conferences on airport law in the United States and elsewhere and has contributed to many TRB Airport Cooperative Research Program publications. He is a graduate of Oberlin College and the University of Chicago Law School.
